共同建立丝绸之路创新设计研究院的

倡议书

各位与会代表：

今天，我们两岸同集、四地共聚，共同见证了丝绸之路创新设计产业联盟的成立。

自2013年9月，习近平主席首次提出建设“丝绸之路经济带”的战略构想，到2016年8月，党中央、国务院决定设立陕西为自贸区，国家给予了“丝绸之路经济带”建设的高度重视。

为了落实创新驱动发展战略，实施国家创新设计战略，提升国际竞争力；打造“丝绸之路”创新型改革开放新高地；探索内陆与“丝绸之路”沿线国家经济合作、科技和人文交流新模式；更好的运用创新设计推动西部地区成为中国新的经济增长点。

    在此，我们倡议：共同建立“丝绸之路创新设计研究院”。

(一)建立丝绸之路创新设计成果转化平台，统筹军民融合，促进军民创新设计技术双向转移转化，推动先进民用技术在军事领域的应用，积极引导国防科技成果加速向民用领域转化应用。推动国际创新设计技术成果合作，吸引国际成熟创新设计技术在丝绸之路经济带沿线城市产业落地。

    (二)建立战略规划与创新设计服务平台，围绕国家制造战略、制造产业布局，开展创新设计的体制保障、机制改革、体系构建研究。根据需求开展商业模式和服务模式创新设计研究与服务。推动产学研、媒用金各领域设计资源整合。

(三)建立设计科学和人才培养平台，研究创新设计的基本规律，推动创新设计科技和理论方法的推广应用，开展创新设计领域的人才培育系统工程，构建设计工程、管理人才培训体系，培养“双创”示范，建立国际创新设计人才培训机制。

(四)建立国际创新设计合作平台，筹建国际科技合作基地建设，发展“项目-人才-基地”相结合的国际创新设计合作模式，挖掘地域设计文化特质，吸引全球创新设计人才聚集。

     朋友们！只有抓住历史机遇，才能引领世界创新设计大势；只有通过创新设计，才能抢占未来经济发展的先机！让我们为丝绸之路经济带建设，为实现中华民族伟大复兴的“中国梦”做出贡献！

Initiative on Co-establishing the National Silk Road Innovation Design Research Institute

Ladies and gentlemen,

Today we gather here to witness the establishment of the Silk Road Innovation Design Alliance.

From September 2013 when President Xi Jinping proposed the strategy of “Silk Road Economic Belt” for the first time to August 2016 when the Party Central Committee and the State Council decided to establish a pilot free trade zone in Shaanxi Province, the country has attached great importance to the construction of the “Silk Road Economic Belt”.

To implement the strategy of innovation-driven development and the national strategy of innovation design, enhance international competitiveness, build the “Silk Road” new highland for innovative reform and opening-up, and explore the new models of economic cooperation, technology exchanges and cultural exchanges between inland China and the countries along the “Silk Road”, better promoting the development of western China through innovative design has become a new point of economic growth in China, we hereby issue an initiative on co-establishing the “National Silk Road Innovation Design Research Institute”.

(I) Efforts should be made to establish a national Silk Road transformation platform for the innovation design achievements, conduct overall planning of military-civilian integration, promote the two-way transfer and transformation of civilian and military innovation design technologies, promote the application of advanced civilian technologies in military fields, actively guide the civilian transformation and application of national defense technology achievements, promote the cooperation in the technology achievements of international innovation design, and attract mature international innovation design technologies to the cities along the Silk Road Economic Belt for industrialization.

(II) Efforts should be made to establish a strategic planning and innovation design service platform, research on the institutional guarantee, institutional reform and system construction of innovation design with focus on the national manufacturing strategy and manufacturing industrial layout, research on and serve the innovation design of business models and service models based on demands, and promote the integration of design resources in the fields of industry, academy & research and media, application & finance.

(III) Efforts should be made to establish a platform for design science and talent training, study the basic law of innovation design, promote the popularization and application of innovation design technologies and theoretical methods, implement the systematic talent training project, the construction and design project, and the management talent training system in the field of innovation design, cultivate models for “mass entrepreneurship and innovation”, and establish the mechanism of international innovation design talent training.

(IV) Efforts should be made to establish an international innovation design cooperation platform, prepare for the construction of international technology cooperation bases, develop an international innovation design cooperation model integrating “projects, talents and bases”, tap the cultural traits of regional design, and pool global innovation design talents.

Dear friends! To pioneer the general trend of world innovative design, we must seize the historical opportunity! To gain the initiative in future economic development, we must resort to innovation design! Let's contribute to the construction of the Silk Road Economic Belt and the great rejuvenation of the Chinese nation!
